KKHSOU, established under the provision of the KKHSOU, Act’ 2005 enacted by the Govt. of Assam & published in the Assam Gazette (extraordinary) dt 29/9/05 has been recognized by the Distance Education Council, New Delhi vide letter no. DEC/Misc/07/5957 dated 03/10/07. The University Grants Commission vide its letter No. F.9-13/2008(CPP-I) dated 18th March, 2009 also has empowered the University to award degrees under Section 22 of UGC Act, 1956. It is the fourteenth of its kind along with IGNOU and the only state Open University in the whole of NE India. The university is recognized by the University Grants Commission and Distance Education Council, Govt. of India. The headquarters of the University is located at Housefed Complex, Last Gate, Dispur, Guwahati. The university started functioning with the joining of Prof. Srinath Baruah, former Professor, Deptt. of Economics, Gauhati University, as the Vice-Chancellor. From 2008-2009 a study centre of Krishna Kanta Handique State Open University was started in SBMS College which is functioning from the college campus. Pertaining to the aim of the university, the main purpose of the centre is to promote education to the unreached through the open and distance learning system. The courses of this university are open for working people, housewives, drop-out students and for any other person, who want to pursue higher studies. At present the university offers following courses through the SBMS college study centre.
Since it’s inception, relentless efforts have been undertaken for creating awareness among the people of Sualkuchi and its peripheral areas about the existence of the centre. Correspondingly the centre is having growing popularity with enhanced enrollment in different classes.
The percentage of successful students from the centre in different examinations during the proceeding years are more than 90. Out of the 21 students of BA 3rd Year Final examination in 2011, one namely Jahirul Islam got distinction marks.

As per the guideline of the university a person of at least 18 years of age may apply for enrollment in different classes. For the unsuccessful candidates in Matric or Higher Secondary examinations, the university is providing a one year bridge course popularly known as Bachelor preparatory programme. A candidate qualifying in the bridge course may apply for admission in different degree courses.
The fees structure, admission procedure and all other rules and regulations of KKHSOU is strictly maintained in this Center. Many students have completed various courses from this Center and placed in important jobs. Generally in the month of July/August new admission takes place.
